Toy safety regulations: EN 71, CE marking and the new EU Regulation
Every toy sold in the European Union must meet the safety requirements that apply to it according to its type, its materials, the age group it is intended for and the risks associated with its use. That is why we take them into account from the design stage, while the product is still easy to adjust.
The main references are:
- EN 71 standards: EN 71-1 (mechanical and physical properties), EN 71-2 (flammability) and EN 71-3 (migration of certain chemical elements), among other parts.
- CE marking: mandatory for all toys. It requires a safety assessment, technical documentation and a declaration of conformity.
- Directive 2009/48/EC and Regulation (EU) 2025/2509: the new EU Toy Safety Regulation has been in force since 2026 and will apply in full from 1 August 2030, when it replaces the Directive. Among other changes, it introduces the digital product passport.
Responsibility for CE marking lies with whoever places the toy on the market under their own name or brand. As the manufacturer, we develop the product with these requirements in mind and provide the technical information needed for the conformity assessment.
Run size, lead times and mould ownership
The run size of a toy depends on the design, the number of parts, the materials, the finishes, the assembly and the expected volume. The timeline also varies with the complexity of the prototype and of injection mould manufacturing.
Before production starts, we define what the project needs and which stages are involved, and the quote sets out the expected quantity, development and production lead times, and tooling costs.
As for the mould, when the client pays for the mould, the mould belongs to the client. This is an important difference from some overseas manufacturing, where the tooling stays with the factory and the client depends on it for any repeat production. We also keep moulds, materials and designs strictly confidential.
